Generation adequacy, transmission expansion, stronger distribution, market reform and institutional capability working together. Eskom's 365 days without load shedding was noted as a sign of structural recovery.
Value depends less on tooling and more on foundations: communications networks, data platforms, cyber security maturity and clear ownership of data and decision rights.
A central proposal: institutionalise coordination through a strategic programme management office, building on the NECOM model, to keep reform moving once the crisis eases.
Coordinated action, not expertise, capital or available solutions, is now the bottleneck for water-energy resilience.
