Delving into the ever evolving landscape of South African electricity, Padayachee explains the pivotal changes introduced by the “new” Electricity Regulation Amendment Act and how these will reshape the future of Eskom and municipal energy distribution. All this in the context that he sees the national electricity grid and the associated Grid ACCESS model as being viewed as the “New Diamond” of the South African economy.
In January, Nersa approved a 12.7% tariff increase for the 2025/26 year, which was far below the 36% hike Eskom had sought. This has now kicked in with a a municipal tariff increase from 1 July.
“The key issue lies in the requirement for cost-reflective and prudent tariffs which are awarded annually by the National Energy Regulation of South Africa (Nersa). These tariffs are essential for enabling electricity by utilities to deliver high quality services whilst managing costs efficiently and effectively,” explains Padayachee.
He explains how South African utilities and municipalities have landed in the precarious space of not being able to pay for what they must do but also how the regulation and policy changes mean a re-evaluation of power infrastructure – utility and developer alike are starting to think of the power grid as more than just a delivery system for electrons.
Reform is about responding to the evolving needs of business and consumer alike and implementation of the electricity tariffs hinge on consideration of the impact of the cost, Padayachee reminds.
