Rwanda Expands Its E-Mobility Ecosystem With Growing Battery-Swap Networks

Rwanda continues to strengthen its position as a leader in African e-mobility, with new battery-swap stations and rising adoption of electric motorcycles across Kigali and surrounding areas. The expansion aligns with the country’s broader goal to reduce emissions, promote digital mobility solutions, and improve urban transport efficiency.

Electric motorcycles now play a central role in Rwanda’s clean-mobility strategy. Companies such as Ampersand and Safi have deployed thousands of electric motorcycles supported by robust battery-swap networks. These stations allow riders to exchange depleted batteries for fully charged ones within minutes, eliminating downtime and lowering operational costs.

The economic benefits are significant for Rwanda’s motorcycle taxi operators, who rely on efficient, low-cost transport for daily income. Electric motorcycles reduce fuel expenses, minimise maintenance costs, and offer smoother driving performance.

Government incentives, including VAT exemptions, import-duty reductions, and support for local assembly, have helped expand access to e-mobility. Rwanda is also working on policies to increase availability of rider financing, enabling more operators to transition away from petrol-powered motorcycles.

Battery-swapping systems are increasingly supported by digital platforms that monitor battery status, track energy usage, and provide operational analytics. These innovations complement Rwanda’s smart-city ambitions and help operators manage fleets more efficiently.

While continued expansion into secondary cities is still needed, Rwanda’s progress provides a compelling model for other African markets exploring electric two-wheelers and battery-swapping solutions.

With strong policy alignment, private-sector innovation, and expanding infrastructure, Rwanda is set to remain at the forefront of Africa’s e-mobility transformation.
