Morocco Strengthens Its EV Manufacturing Ambitions With New Industrial Investment

Morocco is accelerating its ambitions to become a leading electric vehicle (EV) and battery manufacturing hub in Africa, supported by a wave of new industrial investments and government-backed initiatives. Building on a strong foundation in automotive production, the country is positioning itself to benefit from the global shift toward zero-emission mobility.

A Growing Automotive Powerhouse

Over the past two decades, Morocco has developed one of the most competitive automotive industries on the continent. Major global manufacturers, including Renault and Stellantis, have already established large-scale production facilities in Tangier and Kenitra, turning Morocco into Africa’s leading exporter of passenger vehicles.

With the global automotive sector shifting toward electrification, Morocco is now intensifying efforts to attract EV and battery investments that align with its long-term industrial strategy. The government has highlighted EV manufacturing as a strategic priority, supported by incentives, skilled labour, improved logistics, and proximity to European markets.

Strengthening the EV Supply Chain

Several new investment announcements and industrial partnerships have signalled confidence in Morocco’s EV future. The country is developing battery-manufacturing capabilities, exploring partnerships with international suppliers, and attracting interest from technology companies specialising in EV components.

Policymakers believe that strengthening the EV supply chain will help Morocco diversify its industrial portfolio while supporting regional competitiveness. By moving deeper into high-value manufacturing, Morocco aims to shift from assembling combustion-engine vehicles to producing full EVs and batteries.

Strategic Location and Market Access

Morocco’s geographic position provides a strong competitive advantage. Located at the crossroads of Europe and Africa, the country benefits from direct access to major export markets and integrated logistics networks. Its free-trade agreements with dozens of countries, including the European Union, further strengthen its position as an attractive manufacturing destination.

For EV manufacturers, the ability to export directly to Europe—where demand for electric vehicles continues to rise—is a key incentive. Morocco’s industrial zones, including Tanger Med, offer modern infrastructure and efficient ports that support large-scale automotive exports.

Renewable Energy as a Competitive Pillar

Morocco’s growing renewable-energy capacity is another major asset for its EV manufacturing ambitions. The country has invested heavily in solar, wind, and hydroelectric development, allowing it to offer clean, reliable, and increasingly affordable electricity.

This energy advantage is especially important for battery manufacturing, which requires substantial amounts of electricity. The shift toward renewable-powered manufacturing helps companies reduce emissions while meeting sustainability commitments required by international markets.

Policy Support and Industrial Development Plans

The Moroccan government has introduced targeted policies to promote EV-related investments, including incentives for manufacturers, streamlined regulatory processes, and support for research and development. Plans are also underway to modernise vocational training programmes to ensure a pipeline of skilled workers prepared for EV component production.

These policies align with the country’s Industrial Acceleration Plan, which outlines national priorities for industrial diversification and technology adoption. EV manufacturing fits naturally into Morocco’s broader vision for a modern, competitive, and export-driven economy.

Challenges and Market Considerations

Despite strong momentum, Morocco faces several challenges. Developing a competitive battery industry requires significant investment, advanced technology, and access to raw materials. While Morocco is exploring partnerships with global suppliers, securing stable supply chains will be essential.

At the same time, domestic EV adoption remains relatively low. While this does not impact export-focused manufacturing, increasing local demand would help build a stronger internal market for EVs and charging infrastructure.

Looking Ahead

As global automakers expand their EV product lines, Morocco is poised to capture a growing share of manufacturing investment. With strong policy support, a skilled workforce, clean energy resources, and strategic market access, the country is well-positioned to become a leading EV and battery production centre in Africa.
