Dr. Claudine Uwera is an Environmental Economist with extensive experience in economic planning, environmental policy, and Natural Capital Accounting. She served as Minister of State for the Environment in Rwanda’s Ministry of Environment (August 22, 2023 – August 16, 2024) and previously as Minister of State in charge of Economic Planning at the Ministry  of Finance and Economic Planning (MINECOFIN) (April 6, 2018 – August 22, 2023). Before joining MINECOFIN, Dr. Uwera coordinated the Rwanda Natural Capital Accounting (NCA) Program, one of the World Bank’s global pilot initiatives aimed at integrating environmental assets and natural capital into national economic accounts. Her academic background includes a PhD in Environmental Economics completed in Sweden, where she conducted research in collaboration with the environmental economics team at the University of Gothenburg (2008–2013). Dr. Claudine Uwera has been teaching at the University of Rwanda’s School of Economics
since 2003 and continues to contribute to research in environmental and resource economics. Her work focuses on strategic planning, green economy policy, and the integration of environmental sustainability into national development frameworks, with a
particular emphasis on Rwanda and the broader African region
