Africa’s Top 10 Most Attractive Mining Countries Revealed

Africa is home to some of the world’s richest mineral reserves, but it is policy frameworks, regulatory certainty and infrastructure quality, as much as geology, that determine whether these resources draw sustained investment. According to the Fraser Institute’s 2025 Annual Survey of Mining Companies, mining executives ranked jurisdictions across the continent using an Investment Attractiveness Index that combines geological potential with policy perception.

The Index is based on two components: a Best Practices Mineral Potential Index that reflects resource geology, and a Policy Perception Index that captures investor sentiment around taxation, regulatory predictability, infrastructure and governance. Together, these dimensions shape where mining capital is allocated globally and across Africa.

Africa’s Top Mining Destinations

The survey highlights that rich mineral endowments alone are not enough. Countries that have paired geological wealth with investor-friendly policies tend to attract more capital. According to the aggregated data:

Botswana tops Africa’s list for mining attractiveness, combining strong mineral potential with stable governance and effective policy frameworks.

Morocco and Zambia follow closely, buoyed by policy clarity and infrastructure that reduce investor risk.

Other notable jurisdictions in the top ten include Côte d’Ivoire, DRC, Ghana, Namibia, South Africa, Tanzania and Angola.

Countries such as Mali, Burkina Faso and Guinea, while richly endowed, lag behind in the rankings due in part to policy uncertainty, security challenges and governance issues that deter investment.

Why Attractiveness Matters

The Fraser survey underscores that 60 percent of investment decisions hinge on mineral potential while 40 percent reflect policy perception. This illustrates that even jurisdictions with high geological potential can underperform if they fail to pair resources with stable investment environments.

For example, Zambia’s historic role as a copper producer, with mining accounting for a significant share of GDP and export earnings, sets a foundation, but recent policy reforms aimed at improving tax and regulatory regimes have enhanced its appeal in the context of competing mining destinations.

Balancing Resource Wealth and Governance

Across the continent, mining revenue remains a core driver of economic growth, foreign exchange and employment. Yet, mining’s contribution to broader industrial and economic development often hinges on countries’ ability to balance resource sovereignty with investment attractiveness. This includes strengthening legal certainty, ensuring transparency, and coordinating infrastructure investments to support logistics and market access.

As global demand intensifies for minerals, particularly battery metals and critical inputs for clean energy transitions, African countries that land the right combination of policy certainty, institutional quality and infrastructure readiness are better positioned to capture investment and turn mineral wealth into broader economic dividends.
