Overview

The project is a citywide organic waste diversion and circular economy programme led by the City of Johannesburg. The project transforms garden waste, one of the city’s highest-volume waste streams, into valuable products such as compost, mulch, and biomass, significantly reducing methane emissions and extending landfill airspace. Implemented under the Climate Action Plan (CAP) and supported by international climate finance partners such as C40, the project seeks to establish decentralised processing hubs at priority garden sites, deploy chipping and composting infrastructure, and activate public–private partnerships to stimulate green market development.

The project strengthens climate resilience by diverting organic waste away from landfills, reducing emissions by an estimated 30 – 50 kt CO₂e annually, and creating 500–1,200 green jobs. The programme aims to enhance community cleanliness, lower waste management costs, and support sustainable urban greening initiatives. It also aims to build long-term institutional capacity through policy development, improved governance models, and integrated data reporting systems.

Overall, the project unlocks economic, environmental, and social value—positioning the city as a leader in circular economy innovation and climate-smart waste management in Africa.

Why Investing

1
Strong, Measurable Climate Impact (High Carbon Value)
The programme delivers direct methane reduction, one of the highest-value climate mitigation actions. Garden waste diversion avoids 30–50 kt CO₂e annually, creating strong eligibility for carbon finance, climate funds, and ESG-aligned investment portfolios. It is fully aligned with the City’s Climate Action Plan (CAP) and global climate targets.
2
Proven Financial Viability & Large Market Potential
The Business Case demonstrates a positive Benefit–Cost Ratio (1.26), R76–R218 million annual revenue potential, and a 3–5 year payback period. Investors gain access to emerging markets in compost, mulch, biomass, carbon credits, green jobs, and circular economy enterprises—making this a sustainable, revenue-generating investment with long-term scalability.
3
De-risked, Ready-to-Implement Project with City Backing
The project has completed full diagnostics, a technical business model, and site-level assessments, including the prioritisation of five ready sites. With strong city support, clear governance structures, and a climate-aligned pipeline under the CAI Africa Programme, investors face lower implementation risk and a clear roadmap, ensuring faster deployment and measurable returns.
