The Minerals Council South Africa has acknowledged the recent corrections published to the Draft Mineral Resources Development Bill, which amends the Mineral and Petroleum Resources Development Act. The council is currently reviewing the Bill and plans to submit its formal perspectives by the scheduled deadline of August 13, 2025.
In a statement released on June 11, 2025, the Minerals Council expressed concern that the Bill, in its current form, does not foster the growth and investment necessary for the mining industry to reach its full potential. The council highlighted the importance of a supportive legislative framework to create employment, stimulate the economy, and fulfill the sector’s social responsibilities.
Responding to the Bill and its implications, South Africa’s Minister of Mineral Resources and Energy, Gwede Mantashe, emphasised the government’s commitment to balancing regulatory oversight with the need to attract investment. Mantashe stated that the corrections to the Bill reflect ongoing efforts to address industry concerns and ensure the legislation supports sustainable mining growth while protecting national interests.

“The government recognises the critical role of the mining sector in our economy and is engaging constructively with stakeholders to refine the Bill. Our aim is to create a regulatory environment that encourages investment, safeguards jobs, and promotes responsible resource development,” Mantashe said.
The Minerals Council’s review and submission will be closely watched by industry participants and investors, as the final form of the Bill will have significant implications for South Africa’s mining sector growth trajectory and its ability to compete globally. The council continues to advocate for amendments that will enhance certainty, promote investment, and support the sector’s social and economic contributions.
The deadline for public comments on the Draft Mineral Resources Development Bill is August 13, 2025, with further consultations expected to follow before the legislation is finalised.
