Johann is the Head of the Water Partnerships Office (WPO), a ring-fenced entity of the Department of Water and Sanitation, housed in the DBSA. He is responsible for the establishment and management of the WPO which has been established to develop and implement standardised water services programmes, aimed at facilitating private sector participation in the municipal water sector. Johann is tasked with establishing the WPO as a water sector programme office which supports municipalities and water boards to prepare and structure bankable projects to attract private sector investment. Included in his responsibilities are the identification, conceptualisation, design and development of innovative financial products, instruments and programmes aimed at addressing some of the infrastructure delivery and financing challenges in the water sector.
Johann is a Professional Engineer and has been involved in the planning, preparation and development of various large scale infrastructure projects and programmes. Johann has a thorough understanding of the project finance, PPP and municipal environments and has gained valuable experience in the financial and legal aspects related to the structuring, financing, preparation and bankability of infrastructure projects.
Johann holds a Civil Engineering Degree from the University of Pretoria, a BCom(Law) Degree from Unisa and a Masters Degree in Development Finance Cum Laude from the University of Stellenbosch Business School. His research project for his Masters Degree was titled: “Project finance as a driver of economic growth in Africa”.
